Integrated investment plans — the application is not the point

An integrated investment plan is not a form to be filed. What decides the outcome happens before the documents are submitted.

Integrated investment plans — the application is not the point

The most common misunderstanding about an integrated investment plan (ZPI) is treating it as an application: assemble the attachments, file, wait. In practice, what decides the outcome happens earlier.

The municipality's position comes first

Before any documentation exists, it is worth establishing whether the subject has a real chance of entering the procedure — whether the municipality's position has genuinely been worked through, or the conversation is only beginning. If there is no readiness on the other side, no set of attachments will substitute for it.

What has to be prepared beyond the application

A coherent concept — one that holds up in conversation, not merely one that fills the boxes.

A survey of constraints — infrastructure, environment, transport, neighbouring uses. Questions from these areas will come; better to have the answers first.

Clarity on what the investor contributes. A ZPI assumes obligations on the investor's side by definition. Their extent has to be thought through before they appear in an urban planning agreement.

Our role

We organise the design and formal side, prepare the material for the conversation with the municipality and carry out the agreed scope of work. We do not guarantee the outcome — that decision belongs to the authority. What we can do is make sure the case arrives prepared.

Not sure yet what scope you need?

Describe the development, its location, the current stage and the decision in front of you. On that basis we will assess whether we can help and what a sensible first step would be.
